JED is preliminary evidence
The Slovak JED is the European Single Procurement Document used under section 39 of the Procurement Act.
Use the official model
Start from the authority’s instructions and the official ÚVO ESPD tool. Check the required parts. A generic declaration does not automatically replace a prescribed JED.
Separate requirements and evidence
Personal standing, financial and economic standing, and technical or professional ability are separate areas. A profile statement alone does not prove compliance.
Check other entities
Consortium members and relied-upon entities may need separate documents. The list of economic operators is distinct from the register of public-sector partners and does not automatically cover every requirement.
Check the submission stage
Evidence may be required with the bid, upon request or conditionally. For relevant subthreshold procedures, verify the JED or self-declaration option in section 110(6); do not apply it to every procedure.
Obtain certificates from their issuers
Criminal-record and registry extracts, tax and insurance certificates, bank guarantees and certification come from competent issuers. The creator can prepare a truthful bidder reference list, but cannot invent a third-party confirmation.
